[研討會] 化學致癌物研討會:從機制、風險評估到管理

3. 研討會目的:

       近日美國重新修訂了1976年以來所制訂的毒性物質管制法案,強調以科學為基礎進行風險管理決策。其中,最關注的領域之一為化學致癌物。而近代科學正逐步拓展辨識潛在致癌性及評估致癌風險的方法,探索致癌物的關鍵特性與癌症特徵,以了解其作用機制與人類健康的相關性,再根據這些科學證據進行分級及詮釋後,調整化學品現有的管理與監管策略。而關於化學品的致癌機制、非單一劑量反應關係的慢性低濃度暴露效應、及跨世代的致癌效應的研究仍持續發展中。

       環境中存在著各類化學物質,台灣如何有效透過化學品的個別研究及其混合物中的毒理特性,對其進行相關之健康風險評估,進一步依科學證據建立風險管理策略以降低人體暴露,以達保護民眾之目標。本研討會主要探討環境化學品致癌效應於風險評估及管制決策之應用,提出化學品最新的科學研究結果,以利作為台灣風險評估及法規管制之依據。內容包括當前化學致癌物相關之重大研究:癌症生物學 (Biology of cancer);生物指標 (Biomarker);流行病學 (Epidemiological evidence) 與致癌機制 (Mechanisms) 的最新進展。及國際間相關的重大議題: 例如世界衛生組織(World Health Organization, WHO)/國際化學品安全規劃小組(International Programme on Chemical Safety, IPCS)建立化學品及癌症作用機制相關性之架構、國際癌症研究中心(International Agency for Research on Cancer, IARC)辨識癌症作用機制之方法及Halifax project建立化學品與致癌特徵機制。

       This conference presents recent advances made in the research, risk assessment and regulatory decision-making activities relating to the carcinogenic effects of environmental chemicals. It serves to update the scientific platform that scientists would need to use to support risk assessment and decisions in chemical contamination situations and chemical regulations in Taiwan. This is important as the presence of chemicals in our environment has led to increased efforts to study the toxicologic properties of individual chemicals and mixtures, assess the health risks, and minimize human exposures through management and regulatory decisions for public health protection. How can Taiwan make the best use of such rich information generated to address its needs? The scientific basis for regulatory decision-making is emphasized by the recent 2016 amendment of the Toxic Substances Control Act in the U.S., first introduced in 1976. One major area of current focus is chemical carcinogens. Scientific knowledge has expanded in the study of the approaches to identify and evaluate potential carcinogenicity, methods to assess carcinogenic risk, exploring key characteristics of carcinogens and hallmarks of cancer, and understanding mode of action and associated human relevance. The scientific elements serve as a basis for existing management and regulatory decisions for some chemicals, which could vary according to different levels of evidence and interpretation. Research continues on mechanisms, chronic low level exposures with consideration of non-monotonic dose-response, and transgenerational carcinogenic effects. The presentations include: the biology of cancer; biomarkers; current issues and advances in experimental and human/epidemiological evidence and mechanisms, with implications for the final outcome on regulatory decisions; and the international efforts such as the WHO/IPCS mode of action/human relevance framework, the IARC approach to identify and organize mechanistic data and the Halifax Project on hallmarks of cancer.
